Yellow Ribbon Program

“The Yellow Ribbon GI Education Enhancement Program (Yellow Ribbon Program) is a provision of the Post-9/11 Veterans Educational Assistance Act of 2008. This program allows institutions of higher learning (degree-granting institutions) in the United States to voluntarily enter into an agreement with VA to fund tuition expenses that exceed either the annual maximum cap for private institutions or the resident tuition and fees for a public institution. The institution can contribute up to 50% of those expenses and VA will match the same amount as the institution.” (Source: benefits.va.gov)

This program is designed to supplement the costs of your degree above and beyond your G.I. Benefits. Please reach out to our Veterans Programs & Services office to speak to a professional about your benefits and your Certificate of Eligibility. Once that step is complete, they should be able to walk you through the process of applying for the Yellow Ribbon program if you qualify.


Eligibility

According to the VA, to be eligible for the Yellow Ribbon Program, you must meet the following criteria:

  • Qualify for the maximum benefit rate under the Post-9/11 G.I. Bill®, AND
  • Served at least 36 months of active duty after September 10, 2001, OR
  • Served at least 36 months on active duty and were honorably discharged, OR
  • Be honorably discharged from active duty for a service-connected disability after serving 30 continuous days, OR
  • Be a dependent eligible for Transfer of Entitlement under the Post-9/11 G.I. Bill, OR
  • Be a spouse using the transferred benefits of an active-duty service member who has served at least 36 months on active duty, OR
  • Received a Purple Heart on or after September 11, 2001, and were honorably discharged after any amount of service, OR
  • Be a Fry Scholar
  • Additionally, you may be eligible for the Yellow Ribbon Program if you have a Non-Resident Surcharge of over $300. The Yellow Ribbon Scholarship is only applied to the Non-Resident Surcharge in this case.

How to apply

Here is how you can apply to the Yellow Ribbon Program at the University of Cincinnati:

  • Apply for Post-9/11 G.I. Bill benefits. If approved, you will receive your Certificate of Eligibility (COE).
  • Submit your COE or other eligible documentation to our Office of Veterans Programs & Services. Ask to apply for the Yellow Ribbon Program.
    • Other eligible documentation:
      • “Proof of Eligibility” page from your eBenefits account
      • “Post-9/11 G.I. Bill Statement of Benefits” from your va.gov account
  • Wait for a decision. You will receive a notice about whether you have been accepted into the Yellow Ribbon Program and how much money you will receive for tuition and fees. Yellow Ribbon enrollment is on a first-come, first-served basis.
